Question:
How do I qualify as an active community leader to be eligible to register in Phase 2B? How do I register in Phase 2B?

Answer:
Current committee members of these committees are eligible to register their children in Phase 2B:

  • Residents’ Committee (RC)
  • Neighbourhood Committee (NC)
  • Residents’ Network (RN)
  • Citizen’s Consultative Committee (CCC)
  • Community Club Management Committee (CCMC)
  • Community Development Council (CDC)
You should check with your respective Constituency Office on the application procedures. If your application is approved, you will receive a letter of eligibility by the People’s Association (PA) for being an endorsed community leader. As an endorsed active community leader, you will need to clarify with your constituency office on:

  • Whether your child is eligible for this registration phase.
  • How to apply for the eligibility e-letter.
  • The list of eligible schools.
If your child is eligible, you can register online during the registration period for Phase 2B.

Schools may separately request for your eligibility letter.

Children who gain priority admission into a school under the “Parent is endorsed as an active community leader” eligibility and the school is within 2km of their address used for registration is required to reside at that address for at least 30 months from the start of the P1 Registration Exercise, which is 29 June 2022 for the 2022 exercise.

If the 30-month stay requirement is not met, MOE reserves the right to transfer the child to another school with vacancies, as the priority admission to the first school was based on the declared address used for registration.
